For new main/bossing mule just go all out and make it as strong as you can. For legion mule just upgrade your gear as you level up in order to make it just strong enough so it can 1-shot. Regardless, I would recommend getting your gear to 10*-12* and AT LEAST Epic potential with 1-2 lines of % of your main stat on their potential.
