You should hear a distinct click from the relay each time. IF NOT, check seat switch. The OPR is powered by 12V going through the seat switch. IF the relay clicks, repeat the test with the PTO engaged. It should "CLUNK" each time. The other day I got the front end of the mower stuck and had to shut the engine down and tow it out with my truck. When I went to start it again the starter would not engage.
