Wohoooo Finally found the flamer mod for enclave plasma gun. I did server hop for 1 -2 hrs can't remember and I got this mod from watoga station. I read somewhere that it can spawn at 3 vendors i.e. watoga station, watoga shopping mall vendor and R&G station. What I did was had my survival camp at R&G station and 1 camp near Watoga station.The flamer mod itself doesn't trigger fire damage, it's the capacitor mod that triggers the fire damage. It only works with the flamer if you add a mod that adds fire damage. The Flamer mod itself only deals ballistic and energy damage. You need a Beta Wave capacitor mod to add fire damage. The wiki is wrong on this.

Rifles drop from Enclave events. To get access to these you need to get to the end of the Enclave quest chain. Rifles can drop from the Enclave events with the aligned flamer mod already attached. Certain vendors may also sell the mod. However Aligned flamer barrel is better as it reduces AP cost in VATS. For a flamer used out of VATS stabilised is fine. If you want to build the gun to use VATS for crit damage then the calibrated beta wave tuner mod adds extra crit damage and burning.If you mean the enclave flamer mod, I've only been able to find it at the Watoga Vendors but others have mentioned finding it at the BOS vendor in Whitesprings.
