Specter is basically just a better version of shadow arts, so it fits great on any trailblazer/carrion d/d & shortbow build Power deadeye with pack runes and quickness sigils has basically all boons it needs at 100% uptime in full berserker, but you still need to dodge and use your rifle 4 from time to time, but it also works great

1- Specter is a new shiny spec while scourge is an "old" spec. 2- As a well used spec, people have a lot of prejudices on Scourge while players have yet to fully master Specter and thus have less prejudices. 3- The devs are trying to move the game in such a way that the various professions need support stats in order to be successful as support.

All you really need to learn to play at an okay level is how to juggle your three resources (initiative, shroud energy, skill cooldowns). It's fairly similar to the Scourge in some sense.
