I can take my cap off of my tank and remove the hose clamp and take off my fuel line behind the filter and still no fuel.

Siphon out as much gas as possible and then tip the ATV up on its end for a minute to drain out the rest. 2. I think these might run more on the blackish mark, but if it's a real dark black it would indicate it is running rich which could explain the back fire. Definately shouldn't be wet (sign of plug fouling). As for the filter.
